Manager, Health Equity and Indigenous Reconciliation
The Middlesex London Health Unit (MLHU) has an exciting opportunity for a Manager, Health Equity and Indigenous Reconciliation to work within the Office of the Chief Nursing Officer. Reporting to the Chief Nursing Officer, the Manager will provide leadership for the implementation of MLHU’s reconciliation plan, anti-Black racism plan, diversity and inclusion recommendations, and other program areas of focus of the Health Equity and Indigenous Reconciliation Team. MLHU’s Taking Action for Reconciliation Plan includes recommendations in the areas of awareness and education, supportive environments, relationships, research, workforce development, governance, and equitable access and service delivery. MLHU’s Anti-Black Racism Plan outlines ways of working and includes recommendations for public health action in the areas of assessing and reporting, modifying and orienting public health practice, partnering with other sectors, engaging in healthy public policy, and reorienting governance and leadership. Diversity and inclusion recommendations in the Employment Systems Review focus on workforce diversification, human resource policies and practice, and organizational culture. The Health Equity core team, which consists of two Social Determinants of Health (SDOH) Public Health Nurses, a Health Promoter and a Program Assistant, focuses on planning and implementing agency-wide strategic initiatives intended to build individual and organizational capacity to reduce health inequities within public health work. Additionally, the team engages in community-based work with Indigenous and newcomer populations. Implementation of recommendations related to Indigenous reconciliation, anti-Black racism, organizational diversity and inclusion, and working to build individual and organizational health equity capacity, requires collaboration with all divisions in the health unit. The Manager will champion health equity, Indigenous reconciliation, anti-Black racism, and diversity and inclusion both internally and externally and will be responsible for effective and efficient delivery of initiatives that promote health equity and reconciliation as essential for the well-being of all.
The successful candidate will use their experience and skills to:
• Contribute to the realization of MLHU’s vision and mission, and the living out of MLHU’s values
• Support the implementation of MLHU’s strategic plan
• Ensure adherence to the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability
• Provide leadership in the areas of health equity, Indigenous reconciliation, anti-Black racism, and diversity and inclusion
• Oversee, coordinate, and actively engage in implementing recommendations in MLHU’s Taking Action for Reconciliation Plan (approximately half of the portfolio)
• Oversee and coordinate actioning of recommendations in MLHU’s Anti-Black Racism Plan and its Employment Systems Review
• Engage in program planning, implementation, evaluation, and evidence-informed decision-making
• Act as a mentor and resource for staff, and manage staff performance
• Work collaboratively with internal and external stakeholders, including local Indigenous populations, First Nations, and Indigenous-led organizations
• Manage budgets
• Oversee continuous quality improvement and risk management
• Master’s Degree in a health or related discipline preferred
• Bachelor’s degree in a health or related discipline
• A minimum of 5 years of Indigenous health, health equity, public health and/or related experience
• Demonstrated understanding of health equity and experience in taking action to reduce health inequities
• Demonstrated understanding of and experience working with anti-racism, anti-oppression, and culturally safe approaches, and in creating safe and inclusive environments for diverse populations
• Demonstrated understanding of anti-Black racism and its impact on health and wellbeing
• Demonstrated understanding of Indigenous history, colonization, racism, and Calls to Action
• Significant skill and experience working with local Indigenous people, First Nations, and Indigenous-led organizations
• Established relationships with local Indigenous communities/organizations
• Demonstrated skill and experience in project management; engagement and relationship building with partners, stakeholders, and priority populations; program and strategic planning; comprehensive population health promotion; and individual and organizational capacity building
• Demonstrated skill and experience in providing leadership, mobilizing others, taking risks, and engaging in evidence-informed decision-making
• Well-developed oral and written communication, facilitation, critical thinking, interpersonal, problem solving, and organizational skills commensurate with the expectations of a management position on a multidisciplinary team
• Experience in directly managing and leading people preferred
• Communication proficiency (written and verbal) in French and/or any other languages is highly desirable
